The Commission welcomes the participation of all

This call for briefs is intended to any individual who wishes to submit to the Public Inquiry Commission on relations between Indigenous Peoples and certain public services in Québec, listening, reconciliation and progress (hereafter called the Commission) information they may have and that they consider of public interest in order to prevent or eliminate, regardless of their origin or cause, all forms of violence, discriminatory practices and differential treatment in the delivery of the following public services to Québec's Indigenous People :

  • Police services
  • Correctional services
  • Justice services
  • Health services
  • Social services
  • Youth protection services

A brief is a document were authors suggest ideas or governance perspectives that can be used as foundations to live harmoniously together, for the benefit of both the Indigenous communities and all non-native Quebecers. It is a document that presents the opinion of its author on the themes relating to the consultation of the Commission.
  

It should be noted that the submission of a brief is an opportunity to propose ideas that may be retained by the Commission, although there is no guarantee of this.  The Commission reserves itself the right to retain only those suggestions that respect the limitations and constraints that it must face and with which it must comply.


Goals of the exercice of consulting and calling for briefs

To enable any individual to express themselves on their experience and report on facts.

To support the exercice of identifing the underlying causes of all forms of violence, systemic discrimination and differential treatment toward Indigenous individuals that may exist with the delivery of certain public services in Québec.

To gather new ideas so as to better support the mandate of producing observations and conclusions in order to recommend concrete and effective corrective measures to be implemented by the Indigenous and governmental body with the delivery of certain public services in Québec.

To orient the reflections of the Commission in the elaboration and formulation of recommendations.

To identify ways of improving the relation between Indigenous People and certain public services. 

To clarify the limitations and constraints that the Gouvernement du Québec must face in the context of implementing one or more of the proposed recommandations.

To ensure the coherency of government intervention in the respect of the existing policies, strategies, plans of action and programs already in place in the delivery of the following public services to Québec's Indigenous People: police, correctional, justice, health and social services, as well as youth protection services.


Procedure for sending in the brief

All organizations or individuals are welcomed to send their brief to the Commission either by mail or by email :

Please note that the deadline for receiving memoirs (briefs) is October 15, 2018.


Proposed content for the brief

The brief you submit will be registered and will be filled with the Commission.  It may be made available on the Commission’s web site : www.cerp.gouv.qc.ca in whole or in part.

Proposed guidelines for authors : 

1. You may use as many pages as you need 

2. To write your brief, you may use French, English or any indigenous language present in the province of Québec 

3. Keep in mind that it should contain at least the following : 

A title page 

The title page should contain : 

  • the title given to the brief
  • the name of the person or organization submitting the brief
  • complete contact information
  • transmission date 

A summary of the organization or person submitting the brief

This section allows the organization or person submitting a brief to introduce themselves succinctly. It may include the following points:

  • A statement specifying whether the brief has been written on a personal basis or on behalf of an organization
  • The type of organization, if not an individual (organization, band council, regroupement, etc.)
  • The public service covered by the Commission with which the activities of the person or organization is concerned
  • The community or territory covered by the activities of the person or organization

A summary 

The summary should include an outline of the main ideas, as well as the principal recommendations that are proposed and key words.

Elements of reflection on the issues covered by the Commission 

In this section, the author may express his or her element of reflection on some or all of the sets of themes relating to the Commission.

4. The « Author Identification Form » must be joined to your brief. 

Save the document as a PDF document if you send your brief by email. If mailed, please send the printed form with all requested fields completed.

5. A blank framework is proposed as an example under Microsoft Word format.
